VIRGINIA — While a few parts of Northern Virginia are under a red flag warning, the rest of the region has an elevated fire danger Wednesday, according to the National Weather Service.
A red flag warning means "the combination of dry conditions, low humidity, and strong gusty winds may result in favorable conditions for the rapid spread of fires," forecasters say. Areas under the red flag warning include northwest, central and southeast Prince William County, Manassas, Manassas Park, Fredericksburg, Stafford County, Spotsylvania County and other surrounding areas in central Virginia and the Shenandoah Valley.
The red flag warning runs from 11 a.m. to 8 p.m. Wednesday. Humidity could be as low as 20 percent as winds reach 15 to 25 mph with gusts up to 45 mph.
The National Weather Service says there is no chance of rain in Northern Virginia until Friday night and Saturday, when there is a 90 percent chance of showers.
During a red flag warning, the National Weather Service cautions against throwing cigarettes or matches that may ignite dry grass. Outdoor fires should be extinguished properly with plenty of water to ensure materials are cold.

Other parts of Northern Virginia and the District of Columbia face an elevated fire danger from 11 a.m. to 8 p.m. Wednesday. This includes Fairfax County, Arlington County, Falls Church, Alexandria and Loudoun County. During this time, forecasters urge caution when handling open flames, equipment that creates sparks, cigarette butts and other flammable objects. Dry grasses, dead leaves and other tree litter could ignite and spread fire quickly.
In Virginia, open burning between Feb. 15 and April 30 near woods or dry grass is permitted only between 4 p.m. to 12 a.m. due to low humidity and calmer winds during these times. Some localities have more restrictive open burning laws.

PRINCE WILLIAM COUNTY, VA — Northern Virginia Transportation Authority began soliciting public feedback about 24 projects in the region as part of the FY2024-2029 Six Year Program. Nine localities, including Prince William County, and the Virginia Railway Express have submitted proposals seeking nearly $1 billion in funding for transportation projects.
Northern Virginia Transportation Authority develops the long-range transportation plan for Northern Virginia. Every two years, the authority updates its six-year plan to allocate regional transportation funds to transportation projects with a focus on multimodal projects to reduce traffic congestion.
For the Fiscal Year 2024-2029 Six Year Program, Prince William submitted a request for $172 million to fund five projects:
The largest funding request is $115 million for an interchange at Route 234/Prince William County Parkway and Sudley Manor Drive as well as improvements to the intersection with Wellington Road. According to the authority, there are significant delays affecting through traffic on Prince William County Parkway at the Sudley Manor Drive and Wellington Road intersections due to their proximity. The interchange would grade separate Prince William Parkway and Sudley Manor Drive and possibly bridge Wellington Road over Prince William Parkway. The project is near the approved Innovation Town Center.
The pedestrian and bicyclist facility over I-95 project focuses on a shared-use path along Route 234/Dumfries Road. It will connect to the end of the existing path at the southbound I-95 ramp to Route 1. The path will be 10 feet wide, except in areas with right-of-way limitations.

The Landing at Prince William Transit Center calls for a new transit center for transit and carpool riders at the existing Horner Road Commuter Lot in Woodbridge with access to I-95 and Prince William Parkway. The lot also has access to OmniRide Express bus routes and the "slugging" carpool program. Multiple bus bays will be built to support bus operations and future transit in the I-95 corridor.
The Triangle mobility hub is planned to support new OmniRide bus routes and future transit in the Route 1 corridor. The project calls for a 200-foot pull-off area with room for up to three 45-foot buses, bus shelters, lighting, bike racks and lockers and other transit amenities. Missing links of pedestrian and bicyclist paths will be constructed, including a crosswalks with ADA ramps at the Graham Park Road and Old Triangle Road intersection.
The county also seeks $10 million for 12 closed-circuit television cameras, two dedicated dynamic message signs, four changeable message signs, detector enhancement, larger cabinet installation and fiber communication installation along the Route 234/Dumfries Road corridor between Interstate 95 and Interstate 66.
Outside the county, the City of Manassas is seeking $4.02 million to fund a roundabout at Route 28 and Sudley Road. The roundabout project would replace the current signalized intersection at Centreville Road, Sudley Road and Prescott Avenue with a two-lane roundabout. Centreville Road and Sudley Road would have two receiving lanes, and Prescott Avenue would have one receiving lane. According to the authority, the roundabout could reduce angle crashes, lower vehicle speeds and lane widths to reduce crash severity and reduce rear-end crashes with less stopped vehicles at the intersection.
In the City of Manassas Park, $40 million in funding is sought for phase two of its Route 28 corridor improvements between Manassas Drive and the Fairfax County line. The phase two from Spruce Street to Orchard Bridge Drive includes a restricted crossing u-Turn at Brown Lane, Maplewood Dr, Leeland Road, and Orchard Bridge Drive; median u-Turn at Yorkshire Lane/Falls Grove Dr. signal modifications; continuous raised median for access control; turn lanes; 5 to 6 ft sidewalk on the east or west side of Route 28, a box culvert extension north of Leeland Road; right-of-way and easement acquisition; and utility reconfigurations.
The total amount of funding requested by the localities and VRE was $947,219,560. A full list of the 24 projects can be found on the NVTA website.
The authority's Fiscal Year 2024-2029 Six Year Program will be adopted on July 11.

PRINCE WILLIAM COUNTY, VA — A project to add an interchange for congestion relief at a major Prince William County intersection could receive federal funding.
Rep. Abigail Spanberger (D-Prince William County) said her request for $2.5 million in federal funds for the Minnieville Road and Prince William Parkway interchange is in the approved U.S. House spending package. The spending package will go to the U.S. Senate for consideration.
"Prince William County understands that contending with busy roadways will help promote future economic development," said Spanberger in a statement. "With the direct input and help of the county, I’m proud to have secured $2.5 million in the House-passed appropriations bill to help address a demonstrated need in the community."
The funding, if approved in the final spending package, would go toward construction of a single-point urban interchange at Minnieville Road and Prince William Parkway. Along with the interchange construction, sidewalk and trail segments would be added to improve pedestrian and bicyclist access.
The project seeks to boost road capacity, reduce traffic crashes and relieve congestion at the intersection, which experiences heavy through traffic and turning. Road improvements would support the county's plan for a commercial development called the Quartz district with surrounding residences on a site northwest of the intersection. Spanberger's office said the project would also promote connectivity to Interstate 95, Potomac Mills and Dale City.

Prince William County officials worked with Spanberger to get the federal funding.
"Alleviating congestion and improving safety are among our top transportation goals within Prince William County. That’s why we are deeply appreciative of the work that Congresswoman Spanberger has done to secure $2.5 million to improve the interchange at Minnieville Road and Prince William Parkway," said Deshundra Jefferson, at-large chair of the Prince William Board of County Supervisors. "This is a vital project, and a wonderful example of how local and federal leaders are working together to improve our residents’ quality of life."
The interchange project has already received partial funding of $10 million for design work from the Northern Virginia Transportation Authority. More funding will come from Quartz District developer Buchanan Partners. A 2019 bond referendum approved by voters provided $60 million in debt funding for the project.
The Board of County Supervisors endorsed final design for the interchange in October 2023. Officials expect construction to begin in Spring 2025 and end in Spring 2027.

WOODBRIDGE, VA — Several facilities in the Woodbridge area recorded violations during recent health department inspections between Feb. 16 and 27.
Health inspectors conduct most restaurant, school, child care center and other health inspections in person. However, some visits, such as those for training purposes, can be conducted virtually.Violations typically focus on factors that can contribute to food contamination. The local health department can also perform a re-inspection to ensure that possible violations have been corrected.
For every observed violation, the inspector provides a specific corrective action that can be completed to rectify the violation. Sometimes these are simple, and violations can be corrected during the course of the inspection. Other violations are addressed later, and an inspector may conduct a follow-up inspection to ensure compliance.
Here are the most recent inspections from the Woodbridge area, according to the Prince William Health District. Of note, El Ranchon Steakhouse had 43 violations, including food and grease debris that could cause a fire hazard. The restaurant is having a follow-up inspection later in March.
