The move, which would apply to municipal elections, was recommended by a commission assembled to review the city’s charter. The commission noted numerous advantages to expanding the right to vote to 16-and-17-year-olds, including advancing equity and increasing voter turnout. The commission was unable to identify any negatives, unanimously recommending the change.
Letting younger people vote would have a “trickle up effect,” the commission argued, as teenagers who vote are likely to influence other members of their family to do so as well. In addition, allowing people to vote at a younger age will build civic engagement and help residents form voting habits, driving higher voter turnout over the long term, the commission wrote. Plus, allowing younger people to vote would “better represent the changing demographics of Rockville residents,” according to the commission.
The commission report links to research from Rutgers that finds 16-and-17-year-olds are “neurologically and socially mature enough to vote responsibly.” Suggesting that younger residents will not be informed enough to vote is “prejudicial thinking,” the commission said, and anyway, being well-informed is not a prerequisite for voters of any age. The commission also noted that young people will be “disproportionately impacted” by many upcoming policy decisions, particularly those related to the environment, policing, city debt, city planning, and public schools.
The commission also urged city officials to allow non-citizens to vote, noting that at least 16 percent of Rockville residents are not U.S. citizens, but still make a “significant contribution to the local economy, education system, and our society as a whole.” The report lists 11 other jurisdictions in Montgomery County and Prince George’s County that allow residents to vote regardless or citizenship status.
In 2013, Takoma Park became the first city in the country to allow 16-year-olds to vote in municipal elections; Hyattsville and Greenbelt have since adopted similar policies. D.C. came close to lowering its voting age in 2018, but the move was narrowly voted down. In D.C., the legislation would have also allowed 16-and-17-year-olds to vote for president, not just for city officials.
The youth vote proposal was one of numerous recommendations of the Rockville Charter Review Commission, which was set up by the mayor and city council to propose ways to improve city governance. They mayor and council are expected to consider adopting the changes on Jan. 30.
Rockville has previously been at the forefront of electoral experimentation. In 2019, the city of 68,000 became the first in the region to adopt mail-in ballots.
The commission report considered ways to improve the mail-in system, and recommend adding more ballot drop-boxes for voters who chose not to use the mail. Currently there is only one drop box, in the parking lot at City Hall. Commissioners note that adding more boxes throughout the city would add “geographic parity.” City Hall is not accessible directly by public transportation, and the parking lot can only accommodate a line of four cars.
Other recommended changes include adding two seats to the four-person council, imposing term limits, and creating legislative districts (currently council members are all at-large).
The commission voted unanimously to recommend expanding the council, despite identifying numerous negatives. A larger council would cost 40% more, it could make it harder to recruit enough qualified candidates, and it could make races less competitive. But the positives outweigh those concerns, the commission said: a larger council could better represent the city’s diversity, allow more residents to get involved in local politics, provide residents with more representation per capita, better distribute the workload of the council, and allow for the creation of subcommittees.
The commission recommended term limits of three consecutive four-year terms. An official could serve longer, in non-consecutive terms — for example a term-limited council member could run for mayor after sitting out one four-year period.
The commission recommended creating legislative districts, though commissioners left it to the mayor and council to determine how such a system would work and whether any at-large positions would remain.
The commission also recommended that the city translate ballots into languages besides English, noting that more than one in seven residents speak English “less than very well.”

ROCKVILLE, Md. — Montgomery County firefighters responded to a three-alarm fire in Rockville Monday morning, that has left more than 100 residents searching for a new place to live, just weeks before the holiday season begins.
Fire crews were called to a three-story apartment building in the 800 block of College Parkway just before 9 a.m. When crews arrived, they found the building with heavy fire conditions and called a second and third alarm to get more firefighters to the scene. The blaze roared through the attic, eventually spreading to a second building, and leaving about 30 buildings gutted by smoke and flames or flooded by water.
Firefighters said two residents were injured and rushed to the hospital, but they said both were expected to survive. Neighbors say firefighters had to break through the window of one of the victims here to get him out as fire raged above him, while another victim got a face full of burning embers.

In total, 100 firefighters helped battle the blaze. Police and firefighters escorted shell shocked seniors to safety. The fire spread just as a lot of people were getting ready for work.
“Someone was yelling, ‘Fire, fire, fire," Nick Jury, whose condo was badly damaged, said. "All this smoke. And when I came out, the top of that unit is all on fire. Engulfed in fire."
Brent Platt and his girlfriend watched as firefighters spent hours mopping up hotspots.
“It sucks because I had a lot of stuff in there, and it’s a shame that it’s gone," Platt said. "But at the end of the day, I’m glad I’m here with my family. My girlfriend is here, and I have a place to stay."
The Red Cross is working to make sure all the victims have a place to stay.

TIMONIUM, Md. (Nov. 3, 2022) – Planet Fitness – one of the nation’s largest and fastest-growing franchisors and operators of fitness centers with more members than any other fitness brand – announces plans to relocate and expand its Rockville, Md. club.
In December, the Judgement Free fitness center will move from a 15,361-square-foot space at 1776 E Jefferson St., Rockville, MD 20852 to a 30,000-square-foot space in the Montrose Shopping Center at 5520 Randolph Rd., Rockville, MD 20852.
“We’re thrilled our Rockville club is moving to a new location that will double the size of the current location and include more fitness equipment, better parking and easy access to the Capital Beltway,” said C. Victor Brick, co-owner of PF Growth Partners (PFGP), a franchise division of Planet Fitness. “The new space will provide a bigger and better option for current members and the community of Rockville.”
Offering a hassle-free environment, the future Planet Fitness Rockville will feature new Matrix cardio machines, a new functional training area, new Matrix training cycles, and new rowers and Sci fit, as well as a 30-Minute Express Circuit, fully equipped locker rooms and numerous flat screen televisions.
An expanded PF Black Card® Spa Area will have a RelaxSpace Wellness Pod – Planet Fitness’ first in Maryland – where its Black Card® members can relax, reset and focus on their mental health for up to 15 minutes. Members can select between a variety of videos, scents and even temperatures while learning more about diet, nutrition, breathing and the benefits of exercise. Plus, the Wellness Pod will track heart rate and encourage members to use breathing and meditation exercises to reduce anxiety levels, disconnect and recharge with a unique, multi-sensory experience.
Additional PF Black Card® Spa Area amenities will include new tanning units including Hybrid Tanning (which is not offered in the current Rockville location), plus double the number of HydroMassage beds (four) and massage chairs (four Elite Massage Chairs instead of two basic chairs).
Registration will open online Nov. 16 at www.planetfitness.com/gyms/rockville-md and in-person at the current Rockville location. As an introductory special through Nov. 30, members can join with no commitment for $1 down, then $10/month with the Classic membership. ROCKVILLE, Md. — A bizarre case out of Rockville, Maryland revealed the FBI has arrested two doctors, charging them with conspiring to share military health records with the Russians.
Prosecutors say the suspects were trying to help Putin win the war in Ukraine.
The FBI raided a Rockville townhouse Thursday morning, arresting Johns Hopkins Anesthesiologist Anna Gabrielian and her spouse, Army Major and Physician Jamie Lee Henry.
Henry held a secret level security clearance as an internist at Fort Bragg, headquarters of Army Special Ops. Henry has been in the spotlight previously, making headlines as the first openly transgender woman in the military.
The Justice Department claims Henry and Gabrielian met repeatedly with an undercover FBI agent who they thought was a Russian Embassy officer.
A grand jury indictment alleges Gabrielian told the undercover agent that she was motivated by patriotism to Russia and that she wanted to help her motherland even if it mean "going to jail."
Henry is accused of telling the agent they would help Russia all she could unless the U.S. "actually declares war on Russia," then they would have to think about it.
The two allegedly offered private medical records of five military veterans or relatives that the Russians could exploit.
Gabrielian allegedly called her spouse a "coward" for being concerned about violating the health privacy law.
The couple's babysitter said the two were far too busy to betray the U.S. to the Russians. She said in Russian that the two never talk poorly about either country.
A federal judge in Baltimore released the two to home detention with 24/7 location monitoring pending trial.
A lawyer for Major Henry declined to address the doctor's guilt of innocence to one count of conspiracy and seven counts of wrongful disclosure of health information.
