Council Discusses Findings from Liberty Street Parking Lot Remediation Study
Leesburg, VA (October 24, 2023) – On Monday, the Leesburg Town Council discussed the findings of the recently conducted Liberty Street Parking remediation study performed by WSP USA Environment & Infrastructure Inc.
The site of the current parking lot was previously used as a municipal landfill from the 1940s to the mid-1950s. The Town Council has been considering possible redevelopment opportunities for the site. The study, which was conducted in several phases from April to August 2023, investigated and characterized the material contained beneath the pavement, in order to determine what level of site remediation would be necessary.
The investigation, which included geophysical testing, drilling, along with water and soil sampling, identified materials consistent with the former landfill to depths of up to 22 feet below grade. Complete removal of refuse material would generate approximately 35,000 cubic yards of combined soil and refuse material.
Soil sampling indicated that there is a significant portion of material that would need to be removed for full site remediation that would be classified as hazardous material based on the levels of petroleum hydrocarbons, lead, cadmium, etc. Much of the mixed material would not be accepted at the Loudoun County Landfill due to the concentrations of lead and other constituents present.
Following Monday’s presentation, the Council was asked to determine the long term intended use of the Liberty Street Parking lot before deciding on a course of action related to any potential site remediation.
If left as a parking lot, no remediation would be needed. However, if the Town should decide to remediate part or all of the property, the Voluntary Remediation Program (VRP) administered by the Virginia Department of Environmental Quality (DEQ)is something that could be considered.
The voluntary program is designed to help property owners remediate contaminated sites. It would provide a pathway to obtain state regulatory approval of future remediation and limit potential liability for the Town and any future owners of the site.
Full site remediation would cost an estimated $16.9 million, which would include everything from design plans and permitting, further site testing and investigation, permitting, waste disposal, contingency, and management costs.
Partial remediation of the site is also an option and pricing would be less than the full $16.9 million estimate.
“I would say this certainly gives the entire council pause for the price tag,” said Vice Mayor Neil Steinberg. “I would prefer not to give up the conversation entirely until we can present this and see what other options may present themselves for this site. Which at some point hopefully we will plan to do something with. It’s a pretty valuable piece of real estate and can serve a variety of functions.”
Town Council members agreed they would like to continue the conversation regarding the future of the site. No action was taken during Monday night’s meeting.

Sweet Run State Park, the first state park in Loudoun County, is now officially open after a dedication by Gov. Glenn Youngkin.

LOUDOUN COUNTY, VA — Loudoun County's first state park is now open after an official dedication by Gov. Glenn Youngkin. Sweet Run State Park had a soft opening in May before its official dedication this month.
The 884-acre park is located near the West Virginia border at 11661 Harpers Ferry Road in Hillsboro. It includes stellar views of the Blue Ridge Mountains.
"Sweet Run State Park will be the first State Park in Loudoun County, and will preserve this valley’s steeped agricultural, natural and cultural history,” Youngkin said in a news release. “Expanding our stellar Virginia State Parks system, this new park demonstrates our continued commitment to invest in Virginia’s future and ensure that it’s the best state to live, work – and get outdoors and play.”
The new park connects to the Appalachian Trail and features its own hiking and equestrian trails.

"Our State Parks provide valuable public access to nature for people and families all over the Commonwealth and with the addition of Sweet Run, Loudoun County residents and those visiting will have access to outdoor experiences that they otherwise would not have had,” Voyles said in a news release. “Our administration is committed to providing new and expanded opportunities for Virginians to recreate outdoors and enjoy the Commonwealth’s natural resources.”
The land for Sweet Run State Park was formerly owned by the Robert and Dee Leggett Foundation. The foundation donated 604 acres in 2016. In 2018, the foundation sold 280 acres to Loudoun County, which transferred the land to the state in 2022.
"We continue to offer programs for all ages that showcase the park’s historical, cultural, and natural resources,” Sweet Run State Park Manager Kevin Bowman said in a news release. “This park is still under development and parking is limited so I encourage all guests to review the park’s Know Before You Go web page before their visit."

The United States Tennis Association Mid-Atlantic Foundation is opening Village Pickle, an indoor pickleball facility in the Village at Leesburg, in early January, according to a press release.
Village Pickle will be the first indoor dedicated pickleball facility in the county.
Henry Fonvielle, president of Rappaport, which manages the Village at Leesburg, told the Times-Mirror that he is an avid tennis and pickleball player. When he discovered that the space at Village at Leesburg would work for accommodating indoor pickleball courts, he helped initiate a pop-up event last summer.
The pop-up was so successful that Rappaport began working with Tara Fitzpatrick-Navarro, the chief executive officer of USTA Mid-Atlantic Foundation, to run the new facility.
“Tara has shown incredible leadership,” he said. “This is super exciting and it is a wonderful sport to pick up. It’s very inclusive.”
Village Pickle will initially open with four indoor courts and an additional four courts will be added in late July.
Both members and guests will be able to enjoy Village Pickle from 7 a.m. to 9 p.m., seven days a week.
The Dell Food & Brew Hall will offer food and drinks for members and guests.
Pickleball has become the fastest growing sport in the U.S. in recent years. A cross between table tennis, badminton and tennis, pickleball has been around since 1965 but it has gained popularity in the last three years, according to the Sports & Fitness Industry Association.
“With over 100 years of experience bringing tennis to the region, USTA Mid-Atlantic is ideally positioned to bring the same expertise and excitement to pickleball,” said Fitzpatrick-Navarro in a statement. “The benefits of both tennis and pickleball are significant, and we believe they can coexist symbiotically. As there is a shortage of both pickleball and tennis courts in our region, we would like to preserve tennis courts and also create completely different, high-level experiences for pickleball.”
Members can join Village Pickle for $125 per month. Founding membership packages are available for the first 200 members. Founding members who commit to a one-year membership will receive a free t-shirt, a waived initiation fee, and a discount of $99 per month for the first six months.

A new 85-acre park just outside of Leesburg is one step closer to reality. NOVA Parks took formal ownership of the land at Edwards Ferry Road and Battlefield Parkway on Dec. 27.
The parks authority, which is funded by several Northern Virginia localities including Loudoun, plans to build a trail network, interpretive signs and a parking area on what will become Cattail Regional Park, named for the small stream that bisects the property.
It will be the 36th park in the NOVA Parks system and the 16th in Loudoun County. Red Rock Wilderness Overlook Regional Park, a 67-acre park with access to the Potomac River, is already established just down Edwards Ferry Road.
There is not yet a timeline to open the Cattail property to the public. “We just got it this week, the deed got signed yesterday,” NOVA Parks CEO Paul Gilbert said on Dec. 28. But, he said, opening the park is a priority since it is so close to major population centers.
“You want to put your park development efforts where they are going to have the most impact on the public and where people can use and enjoy [them],” he said. “… Where else, right in the Leesburg area, are you going to have 85 acres of beautiful open space with fields and forests and incredible natural beauty?”
The Cattail property includes mature forests, open fields and an upland bog, according to NOVA Parks.
The land was donated by the Harris family. It is part of what was a 193-acre farm owned by the family for four generations, according to a 2019 zoning application, and the family agreed to donate it to the park authority as part of a broader plan to build a residential subdivision and a church elsewhere on the property. The Board of Supervisors voted in 2020 to rezone 96 acres of the farm for up to 250 residential units. The housing, church and park “will be designed and integrated harmoniously,” the 2019 application said.
Henry Harris is the nephew of A.V. Symington, who in 1985 donated the land for Temple Hall Farm Regional Park north of Leesburg.
“There’s a family connection there, and he was thinking about what his aunt did with Temple Hall, and that’s part of what inspired him to donate this land for a park,” Gilbert said.
Another park is on track to open this spring in the Brambleton-Broadlands area, Gilbert said. Reservoir Park at Beaverdam will feature a range of facilities on the shores of the reservoir, including a crew/rowing facility, boat rentals and waterfront boardwalks.
“It’s really coming along. It’s really exciting,” Gilbert said.
The parks authority also owns a 228-acre property along the Potomac near the Point of Rocks bridge, but Gilbert said that will likely not be opened as a park for some time as the authority focuses on developing other assets.

Legacy Leesburg is the Town’s Comprehensive Plan (or Town Plan). The Town Plan is a long range policy document to guide and shape the Town’s future for the next 20 years and beyond. The Plan is intended to guide future land development activities in a manner that reflects the values and future aspirations of the community. Several additional planning policy documents such as Small Area Plans and Design Guidelines fall under the umbrella of the Town Plan and provide more specific planning policy for certain areas of the of the Town.
Preservation Division
Our Preservation Division works with property owners, businesses, and developers within the Town's three
architectural review districts; Old & Historic District, Gateway District, and Historic Corridor District with the role of protecting and enhancing heritage resources in Leesburg. Preservation staff manage the review and processing of Certificate of Appropriateness applications both for staff level approval and approval by the Board of Architectural Review based on the adopted design guidelines for each district. Additionally, our staff engage in various outreach and education programs with the community on preservation related issues.
One of the Larger projects that Preservation staff are currently working on is an updated architectural survey of the Old and Historic District. Additional information regarding this exciting project can be found here.
Zoning Division
Our Zoning Division staff facilitate the improvement of properties within the boundaries of the Town of Leesburg. This is done by interpreting and administering the Zoning Ordinance and the issuance of various permits. Zoning staff are further charged with inspections related to new occupancies, completion of construction projects, and zoning enforcement activities throughout the Town.
