Manassas To Acquire Shopping Center For Future Redevelopment

MANASSAS, VA — The City of Manassas Economic Development Authority has acquired a shopping center for the purpose of future redevelopment.

The $16 million purchase of Manassas Shopping Center at 9018 Mathis Avenue comes from the city's one-time American Rescue Plan Act and capital reserve funds in the fiscal 2025 budget. The proposed sale does not impact the city's tax rate, according to the city.

"The acquisition of the Manassas Shopping Center offers a generational opportunity to redevelop Mathis Avenue, a key gateway into the City," said Interim City Manager Douglas Keen in a statement. "The shopping center has seen vacancy rates rise and its value decline. By redeveloping the property we will build value and create a space where residents will want to live, shop andvisit. Support for redevelopment of our older commercial areas and gateways into the city has been expressed in past resident surveys."

The Manassas Shopping Center is expected to increase in value when redeveloped. According to the city, the shopping center's current leasing generates $1 million in revenues.

The proposed purchase comes as the city has made numerous purchases for public projects or redevelopment.

"While we acquire some properties for public use, like our new fire station and public safety facility, others like the Olde Towne Inn, and now this shopping center, are purchased for redevelopment into new projects that generate more revenue and improve the characterof the community," said Patrick Small, director of economic development. "We also occasionally identify surplus property that can be sold, and we sell property the City has land-banked for future development, like the recent sale to AWS by the Airport and our ongoing development of the Landing at Cannon Branch."

The city expects the shopping center purchase to be complete in July or August. Residents can provide input on the city's fiscal year 2025 budget, which includes the shopping center purchase. A town hall will happen at 7 p.m. on March 18, and a public hearing will be held at 5:30 p.m. on April 22, both at Jennie Dean Elementary School, 9601 Prince William St.

Manassas Route 28 Roundabout In Proposed NVTA 6-Year Funding

MANASSAS, VA — Northern Virginia Transportation Authority began soliciting public feedback about 24 projects in the region as part of the FY2024-2029 Six Year Program. MANASSAS, VA — Northern Virginia Transportation Authority began soliciting public feedback about 24 projects in the region as part of the FY2024-2029 Six Year Program. Nine localities, including the City of Manassas, City of Manassas Park and Prince William County, and the Virginia Railway Express have submitted proposals seeking nearly $1 billion in funding for transportation projects.

Northern Virginia Transportation Authority develops the long-range transportation plan for Northern Virginia. Every two years, the authority updates its six-year plan to allocate regional transportation funds to transportation projects with a focus on multimodal projects to reduce traffic congestion.

For the Fiscal Year 2024-2029 Six Year Program, the City of Manassas submitted a request for $4.02 million to fund a roundabout at Route 28 and Sudley Road. The roundabout project would replace the current signalized intersection at Centreville Road, Sudley Road and Prescott Avenue with a two-lane roundabout. Centreville Road and Sudley Road would have two receiving lanes, and Prescott Avenue would have one receiving lane. According to the authority, the roundabout could reduce angle crashes, lower vehicle speeds and lane widths to reduce crash severity and reduce rear-end crashes with less stopped vehicles at the intersection.

Outside of the city, Prince William County is seeking $115 million for an interchange at Route 234/Prince William County Parkway and Sudley Manor Drive as well as improvements to the intersection with Wellington Road. According to the authority, there are significant delays affecting through traffic on Prince William County Parkway at the Sudley Manor Drive and Wellington Road intersections due to their proximity. The interchange would grade separate Prince William Parkway and Sudley Manor Drive and possibly bridge Wellington Road over Prince William Parkway. The project is near the approved Innovation Town Center.

The county also seeks $10 million for 12 closed-circuit television cameras, two dedicated dynamic message signs, four changeable message signs, detector enhancement, larger cabinet installation and fiber communication installation along the Route 234/Dumfries Road corridor between Interstate 95 and Interstate 66.

In the City of Manassas Park, $40 million in funding is sought for phase two of its Route 28 corridor improvements between Manassas Drive and the Fairfax County line. The phase two from Spruce Street to Orchard Bridge Drive includes a restricted crossing u-Turn at Brown Lane, Maplewood Dr, Leeland Road, and Orchard Bridge Drive; median u-Turn at Yorkshire Lane/Falls Grove Dr. signal modifications; continuous raised median for access control; turn lanes; 5 to 6 ft sidewalk on the east or west side of Route 28, a box culvert extension north of Leeland Road; right-of-way and easement acquisition; and utility reconfigurations.

The total amount of funding requested by the localities and VRE was $947,219,560. A full list of the 24 projects can be found on the NVTA website.

The authority's Fiscal Year 2024-2029 Six Year Program will be adopted on July 11.

Health inspectors conduct most restaurant and other health inspections in person. However, some visits, such as those for training purposes, can be conducted virtually.

Violations typically focus on factors that can contribute to food contamination. The local health department can also perform a re-inspection to ensure that possible violations have been corrected.

For every observed violation, the inspector provides a specific corrective action that can be completed to rectify the violation. Sometimes these are simple, and violations can be corrected during the course of the inspection. Other violations are addressed later, and an inspector may conduct a follow-up inspection to ensure compliance.

The Manassas Economic Development Authority is purchasing the Manassas Shopping Center at 9018 Mathis Ave. for $16 million to help spur the long-planned redevelopment and revitalization of the Mathis Avenue corridor, city officials announced Wednesday morning.

Built in 1959, the Manassas Shopping Center includes over 100,000 square feet of building space and sits on 13.5 acres. The purchase is funded by one-time American Rescue Plan Act and capital reserve funds and is included in the fiscal 2025 budget that begins on July 1, according to a news release from the city.

In the short term, all existing leases in the shopping center will be honored. Existing tenants will be supported but will eventually be relocated, according to the release. New leases to existing or prospective tenants may be granted on a short-term basis.

The shopping center currently generates $1 million annually from lease revenues, which will be retained for public use. Sales, meals, property and business taxes will still be paid, and the department will continue to pay real estate taxes and manage the property.

The Economic Development Authority is chartered by the Virginia General Assembly and has broad powers defined in the Code of Virginia to promote economic development in the city. Those powers include the acquisition, disposition and management of property for a public purpose. The authority's directors are appointed by the Manassas City Council.

Officials said long-term redevelopment plans for the property may include retail and office space and could provide opportunities for the city to meet its attainable housing goals. The city is encouraging residents to share their ideas for the property, including interim adaptive uses.

“The acquisition of the Manassas Shopping Center offers a generational opportunity to redevelop Mathis Avenue, a key gateway into the city,” Interim City Manager Douglas Keen said in the release. “The shopping center has seen vacancy rates rise and its value decline. By redeveloping the property, we will build value and create a space where residents will want to live, shop and visit. Support for redevelopment of our older commercial areas and gateways into the city has been expressed in past resident surveys.”

Redeveloping the Mathis Avenue corridor has long been a topic of discussion for city officials.

“Citizen committees were contributing to the Mathis Avenue Sector Plan in the early 2000s,” Mayor Michelle Davis-Younger said in the release. “During Community Conversations for the 2040 Comprehensive Plan, residents told us they would like to see a more walkable neighborhood, more affordable housing options, and more green space on Mathis Avenue. This purchase allows us to advance the long-term investment and vision of the residents and Council.”

The Mathis Avenue Streetscape project, which complements the shopping center redevelopment, has been included in the Capital Improvement Budget since 2019 and is currently in the design stage. The streetscape project aims to enhance a major gateway into the city with more green space, better vehicle, pedestrian and bicycle safety and links to downtown. It originates from the 2006 Mathis Avenue Sector Plan and community input from the Manassas 2040 Comprehensive Plan.

In 2017, the Mathis Avenue corridor was designated as an Opportunity Zone under the Federal Tax Cuts and Jobs Act, which creates incentives for investors to support communities that have experienced uneven economic growth, the release states.

Denise Harrover, the Economic Development Authority chair, said she sees the acquisition as a smart business investment.

“When this property is redeveloped it will have a much higher value, so the City will realize higher proceeds when it is sold. It will also increase the property values of the larger Mathis Avenue corridor and Centreville Road area,” Harrover said in the release.

Patrick Small, Manassas' director of economic development, added, “While we acquire some properties for public use, like our new fire station and public safety facility, others like the Olde Towne Inn, and now this shopping center, are purchased for redevelopment into new projects that generate more revenue and improve the character of the community."

Small noted the city has also identified surplus property that can be sold and, he said, "we sell property the city has land-banked for future development, like the recent sale to AWS by the Airport and our ongoing development of the Landing at Cannon Branch.”

The Manassas Shopping Center purchase is expected to be complete in July or August. Residents are invited to weigh in on the proposed fiscal 2025 budget during a town hall meeting March 18 at 7 p.m. and a public hearing on the budget, scheduled for April 22 at 5:30 p.m. Both will be held at Jennie Dean Elementary School, 9601 Prince William St.
