Real Estate Tax Bills Would Increase Under Manassas 2025 Budget

MANASSAS, VA — The real estate tax rate is proposed to stay the same in the City of Manassas, but the average tax bill would increase due to assessment increases.

Interim City Manager Douglas Keen presented the fiscal year 2025 budget proposal to Manassas City Council Monday. The $333 million budget would be a 6.7 percent increase over the last one. The budget includes a real estate tax rate of $1.26 per $100 of assessed value, which includes $1.07 general fund rate and $0.19 fire and rescue levy.

"The average resident's tax bill will increase by $266," Keen said.

The average assessment of single-family homes increased from $504,960 to $526,549 from fiscal year 2024 to 2025, and the average single-family home tax bill would be $6,635 under the proposed rate. Average condo values increased from $267,878 to $286,570, and the average tax bill would be $3,611. Townhouse values increased from $332,253 to $354,111 with an average tax bill of $4,462.

Overall, the city's tax base increased from $6.9 billion to $7.35 billion. Property assessments not attributed to new construction increased overall by 5.19 percent. The residential increase due to new construction was 5.25 percent, and increase due to non-residential new construction was 5.06 percent.

Keen said the city looked at its 2022 community survey on what services residents want and compared that to the city's priorities of economic prosperity, community vitality, transformative mobility, educational attainment and sustaining excellence.

"Knowing the FY 2025 budget would be tight and with my philosophy of ensuring we look at being efficient and effective in everything we do, we immediately identified four areas of concern that I felt we should make top priority in FY [2025]," said Keen. "Those were employee retention, school funding, rising shared service costs and ensuring our residents we have an effective capital improvement program, specifically within our utilities department."

Utility rates are proposed to increase 5 percent each for electric, water and sewer services. Keen said when a decrease in the pass-through charge is factored in, the average monthly bill would increase by $0.78. Keen attributed the proposed rate increases to investments in maintenance and the need to meet federal and state water and wastewater guidelines.

Other priorities in the budget include a 3 percent merit pay increase for employees, $715,000 increase for shared services agreement costs involving Prince William County, increase from 542 to 546.5 staff positions for a maintenance worker, housing community coordinator and parks and recreation positions, and a $1.8 million operating budget increase for Manassas City Public Schools ($68.4 million total). In addition, the debt service for the school division would be $6.38 million. Keen said funds beyond the current debt service obligations will be for the replacement of Jennie Dean Elementary School in fiscal years 2026 and 2027 as well as future construction projects.

"We are all aware of costs and all of that, but trying to balance all that is not easy," said Mayor Michelle Davis-Younger. "And so we do appreciate the extra effort that everyone puts in to make this work," so we have a lot of work to do Council members."

Budget work sessions will follow the budget presentation before a public hearing on April 22 and another budget work session and public hearing if needed on April 24. First reading of tax rates and budget adoption is scheduled for May 13, and second reading of tax rates is June 10.

VIRGINIA — Northern Virginia and D.C. residents are experiencing a spring-like warmup this week with temperatures in the 60s, although showers and potential storms could dampen at least two days.

Monday kicked off with high temperatures in the 60s and mostly sunny conditions, according to the Washington Post's Capital Weather Gang. The same high temperatures will return Tuesday, although showers are likely in the afternoon and night.

Wednesday's temperatures could get close to 70 degrees, and showers are possible during the day. But Capital Weather Gang forecasters say a cold front will arrive at night with showers, winds and possible thunderstorms.

Northern Virginia and D.C. are part of a larger area from the Midwest to the Atlantic Coast that could experience damaging thunderstorms and gusty winds Wednesday, according to AccuWeather. As the severe storm threat moves from the central U.S. states to the East Coast later Wednesday into the night, AccuWeather expects the severe thunderstorm threat to decrease. However, hazardous weather is still possible from the Boston to D.C. metropolitan areas.

"Heavy rain and locally gusty, damaging winds can still be a concern as the strong cold front crosses major cities along the Interstate 95 corridor across the Northeast and mid-Atlantic," said AccuWeather senior meteorologist Dan Pydynowski. "The rain and wind could lead to difficult travel."

The Capital Weather Gang anticipates cooler weather and wind will linger Thursday. Winds could become lighter on Friday, and temperatures in the 50s and 60s are forecast in time for the weekend.

Massive Data Centers Approved to Tower Above Manassas National Battlefield Park

WOODBRIDGE, Va. – Today, the Prince William County Board of Supervisors voted to rezone 2,100 acres of land adjacent to Manassas National Battlefield Park, greenlighting development of a massive, disruptive data center complex on the edge of national parkland.

National park advocates showed up in droves to urge the board to vote against rezoning, citing the overwhelming negative impacts this heavy-duty industrial development, dubbed the Prince William Digital Gateway, would have on Manassas National Battlefield. The marathon public meeting on the issue lasted more than 24 hours.

This complex is slated to take up more than 20 million square feet of space, the size of several Pentagons, obstructing the viewshed along the main trail at this iconic national park. The project will consume significant water and increase polluted stormwater runoff within the Occoquan Reservoir and Chesapeake Bay watershed. The project’s electricity usage is estimated to be the equivalent of at least 750,000 homes, requiring massive amounts of energy from fossil fuels and contributing to climate change and air pollution.

The Prince William Digital Gateway project is part of a larger trend of irresponsible development in rapidly industrializing Northern Virginia, an area that lacks significant green space. As part of the Virginia Data Center Reform Coalition, the National Parks Conservation Association believes common sense regulations and guidelines are needed to prevent inappropriately sited data centers from threatening local national parks and our climate.

Manassas National Battlefield Park, established in 1936, preserves the site of two pivotal battles in the American Civil War. In recent years, remains of Union soldiers have been found at the park. In 2021, then-superintendent of the park Brandon Bies called proposals for data centers adjacent to the park “the single greatest threat to the park in nearly three decades.”

For years, conservationists in Northern Virginia and across the country have registered deep concerns about the impacts that Prince William Digital Gateway would have on the battlefield. Expert environmental staff for Prince William County even advised the Board against the project. Famed documentarian and director of “The National Parks, America’s Best Idea,” Ken Burns has spoken out about the need for smarter growth and siting data centers away from the battlefield.

Statement of Kyle Hart, Mid-Atlantic Program Manager for the National Parks Conservation Association:

“This vote is a tremendous failure on the part of the Prince William County Board of Supervisors – one that will have lasting consequences for generations of Virginians. Giving developers the OK to build massive data centers in the shadow of Manassas National Battlefield Park is an insult to the thousands of lives lost here in two of the bloodiest battles of the American Civil War. It’s a disservice to the hundreds of thousands of people who come from all over the world to visit the battlefield every year, searching for solace and meaning on these hallowed grounds.

“This decision should be a wake-up call for national park advocates and conservationists across the Commonwealth of Virginia. Our leaders failed us here in Prince William, but it doesn’t have to be that way. With common sense reforms and regulations in place, data centers can be appropriately sited and built with far less risk to our priceless history or our climate. That did not happen today.

“This vote is a deep blow to NPCA’s efforts to protect Manassas National Battlefield Park from encroaching data center development, but the fight is not over. NPCA remains committed to ensuring the park’s precious ecosystems and remarkable history remain safeguarded for future generations.”
