The Holy Synod of Bishops of the Orthodox Church in America is releasing a revised version of the Guidelines for Clergy. Originally released in 1998, the Guidelines provide support and direction to priests and deacons on questions that arise in the fulfilling of their sacred duties. In particular, the Guidelines apply the Holy Canons and other traditional sources of pastoral direction to the present context.
While never intended to be an all-encompassing pastoral handbook, certain sections of the revised Guidelines are expanded. In particular, more guidance is given on the relationship between the parish priest and other clergy in a parish setting. Corresponding to the increase in diaconal vocations since the original publication of the Guidelines, the role and responsibilities of the deacon is brought forward. The text clarifies when priests and deacons are being considered in contrast with all ordained clergy. Monastics, seminarians, readers, subdeacons, and other altar servers are addressed in new sections. Emerging realities around marriage are addressed forthrightly.
The Holy Synod’s earlier edition of 1998 was promulgated under the leadership of the late Metropolitan Theodosius and was drafted by committees led by the late Archbishop Job and His Eminence Archbishop Nathaniel. The Holy Synod’s current edition, which replaces the previous edition, was prepared by His Grace Bishop Alexis of Sitka and Alaska with the assistance of Archpriest Kirill Sokolov over the course of more than two years. The Guidelines were compared with the regulations and procedures of other jurisdictions as well as models from the other Autocephalous Orthodox Churches and other important primary sources. A wide range of clergy from across the Orthodox Church in America provided invaluable line-by-line review and input including the Chancellors of the Dioceses and the members of the Office of Pastoral Life. The hierarchs of the Holy Synod reviewed the Guidelines and made changes over the course of two sessions of the Holy Synod. This edition of the Guidelines was adopted at the regular Fall 2022 session of the Holy Synod.

The all-women crew will perform the flyover for the first time in honor of 50 years of women flying in the U.S. Navy.
SPRINGFIELD, Va. — After months of planning and multiple training sessions, an all-women crew is ready to fly over the State Farm Stadium in Arizona on Super Bowl Sunday in honor of 50 years of women in naval aviation.
Among them is a woman from Springfield, Virginia who said she was ecstatic to get the call that she would be joining the crew.
Lt. Naomi Ngalle said, "I was sitting in my house when I got the call. I had read a few articles about how we were celebrating 50 years with women in naval aviation and I was looking at that thinking, 'Man, that's really cool.' That's when I got a phone call pretty late on a Saturday night. They asked if I could fill in and execute the flyover after some people got sick."
Initially confused, Ngalle responded in disbelief and then clarified what was just asked of her.
Finally, she responded, "Yes! Absolutely. Are you kidding me?"
Later adding, "I get to be part of this historical moment in naval aviation. I've had so many women that I've looked up too. It's like I'm standing on the shoulders of giants. So, to be a part of that, and to potentially inspire the next generation of female aviators. There is truly no greater honor."
Ngalle is coming up on close to seven years of active duty service since being commissioned. She also spent four years previously at the Naval Academy.
"I've always thought of myself as a patriot and I wanted the opportunity to appreciate the cost of freedom. I thought by maybe serving in some capacity, it would give me a better understanding of what those people do when putting their lives on the line," said Ngalle on why she felt compelled to join the Navy. "Really, I just wanted to contribute to the nation in some way."
Before applying to the Naval Academy, Ngalle went to college at the Stevens Institute of Technology for a few years, where she played lacrosse.
She said it wasn't until she was accepted into the Naval Academy that she began reaching out to some of the women that were there including professors and company officers. Ngalle claims to have noticed immediately that "there are a lot of things that women think about and take into their decision-making matrix that maybe the average man would not."
When asked about what it was like being a woman in the military, Ngalle said it was a double-edged sword.
"I feel like being a woman in the military is kind of like a double-edged sword. Being a woman, you of stand out because you are automatically a minority. Then on top of that, I'm African-American and Hispanic, so it's easy to get your mind wrapped around the fact that you are different."
Adding, "But once you can take the time to understand that representation is important. That you belong here and in this space. I think once you see past that for yourself, the other people around you don't typically view you as any different. You just have to put in the work and show up."
In the 1970s, women were allowed, for the first time since WWII, to fly in the United States Armed Forces. Beginning with the Navy and Army in 1974, followed by the Air Force in 1976.
Authorities say it wasn't until 1993 that the military allowed women to fly combat missions.
Today, women make up around 12% of Navy pilots.
Sunday's big game will be the first time ever that an all-female crew will pilot the planes for this flyover.
A full dress rehearsal will be held Friday to make sure the crew is ready to go for Sunday's game.

SPRINGFIELD, Va. — The fire at a restaurant in Springfield, Virginia forced couples celebrating Valentine's Day at Mike's American Grill in the 6200 block of Backlick Road out onto the street as the fire burned up to the roof of the building, Fairfax County Fire/Rescue said.
The fire was showing on the roof, and firefighters appeared to be cutting into a vent to get at the fire.
First responders had several lanes of the surrounding blocked closed off for their response to the fire.
Valentine's Day is a busy night for restaurants. There was no word on how many people were inside at the time of the fire.
One woman told WUSA9 that it appeared to be a grease fire. She also said that due to the building being surrounded with fire vehicles and hoses, customers who parked in the parking lot aren't able to leave.
The fire department said just after 11 p.m. that the fire was out.

SPRINGFIELD, Va. — Just a year ago, Logan Wisnauskas, Alex Smith, Roman Puglise and Keegan Khan were all members of the Maryland men’s lacrosse program, playing pivotal roles in the Terps’ undefeated trek to a national championship.
Prior to the start of the 2022 NCAA tournament, three of the four found their future homes in the Premier Lacrosse League. Wisnauskas was taken first overall by the Chrome and Puglise joined him as a first-rounder with the Whipsnakes’ selection at number seven.
Like Puglise, Khan became the newest member of the Whipsnakes family after being selected in round three. Smith went undrafted, but signed with the Chrome in July.
Fast forward seven months and the four took part in the PLL’s inaugural Championship Series, a six-on-six competition between the top four teams of the 2022 regular season in Springfield, Virginia.
Wisnauskas, Smith, Puglise and Khan all made it onto their respective teams’ 12-player roster, a big trim-down from the regular 25-player roster the teams normally carry.
“It’s awesome, it definitely says a lot about the program at Maryland,” Wisnauskas said. “[Coach John Tillman] breeds pros and breeds guys that want to play at the next level and want to be the best.”

Puglise made his professional debut in the series after he suffered a wrist injury in the Terps’ NCAA semifinals win over Princeton that kept him out for the entirety of the 2022 regular season. In four games in the championship series, Puglise scooped up six ground balls, caused three turnovers and scored four times.
“It’s been a long, long journey back,” Puglise said. “Just excited to have the stick in my hand and have a smile on my face and have that excitement and just be grateful for the opportunity.”
The Chrome and the Whipsnakes faced off once in the round robin part of the series, giving the four ex-Terps a chance to battle against one another.
“It’s obviously different when you strap up on the other side of it having spent five years with [Wisnauskas] and four years with [Smith],” Puglise said.
Wisnauskas got the scoring started with a one-point score less than two minutes in, helping get the Chrome out to an early 5-0 lead less than three minutes later.
Khan and Puglise scored the final two goals of the first half in a back-and-forth second quarter, keeping the Whipsnakes down two at halftime.
“It’s going to be a lot of fun playing with [Puglise] again,” Khan said. “Definitely makes it easier when you’re playing with guys you played with before.”

The third quarter was the Wisnauskas show. He scored the first two goals of the quarter and assisted on another to help give the Chrome a seven-point cushion entering the final eight minutes of action.
The Whipsnakes made it interesting late in the game, using a pair of two-point goals to get within a four-point margin, but Wisnauskas’ fourth goal of the day with 43 seconds to go all but clinched the win for the Chrome.
“It was really fun to be out there and share that experience with them,” Wisnauskas said.
As the No. 4 seed in the semifinals, the Whipsnakes were bounced by the Atlas 30-21. Meanwhile, the Chrome got revenge from their round robin loss to the Archers with a 21-18 victory in the semifinals.
That set up a matchup between the Chrome and the Atlas in the championship, and Wisnauskas shined in the biggest game of the series. He scored three one-point goals and notched three assists — including one to Smith.
Wisnauskas and Smith’s Chrome pulled off the upset over the Atlas, securing a 24-23 championship win.
The duo both came out on top of the inaugural championship series while Puglise and Khan also took part, returning close to their college campus to do so. Next up for the four recent Maryland alumni is the 2023 regular season, with opening weekend set for June 3 in Albany, New York.

SPRINGFIELD, VA — Fairfax County is seeking feedback on the county staff’s recommendation not to dredge Lake Accotink and to learn what residents want to see as the future of Lake Accotink Park.
The online Lake Accotink Community Survey will remain accessible until April 1, giving residents time to offer feedback and comments and ask questions following recent meetings on the future of Lake Accotink.
At two February meetings, county staff recommended that Lake Accotink not be dredged due to costs and community and environmental impacts. County staff also recommended that the master planning for the park resume this year to create a clear vision for Lake Accotink Park.
Lake Accotink Park includes 482 acres of natural resources, trails, picnic areas, and waterfront activities. The 55-acre Lake Accotink is a man-made reservoir built by the U.S. Army in 1943.
Because Lake Accotink is a man-made lake in the middle of a densely-developed 40-square-mile watershed, it has required regular dredging in order to remove sediment. The most recent dredge took place in 2008.

In 2019, Fairfax County staff developed a dredging plan that was presented to the community and endorsed by the Board of Supervisors. That plan was to dredge 350,000 cubic yards of sediment, pump it to the Wakefield Park power line easement area to be dried, and remove the dried material by truck to a disposal site at a total cost of $30 million.
"When it became apparent in 2016 that the lake would need to be dredged in order to maintain an open, boatable resource, there were many unknowns and a different economy," county staff said in the new community survey.
Analysis since 2021 has revealed that it would cost about $95 million to conduct a base dredge, and an additional $300 million over the first 20 years of maintenance dredging. Also, 43 percent more sediment would need to be removed, resulting in 50,000 truck trips on neighborhood and area roads and seven acres of forested wetlands would need to be removed from Wakefield Park to handle the sediment, county staff said.
Based on the new analysis, Fairfax County Department of Public Works and Environmental Services staff is recommending that the lake not be dredged and that a new Lake Accotink Park Master Planning process be restarted, with an emphasis on working with the community to develop a new vision for the lake and the park.
Department of Public Works staff said the purpose of the survey is to gain "invaluable insight from the community and visitors about their vision for Lake Accotink Park."
